Pelican cycling SVG

Make a detailed plan for how to build the following as a self contained html file. You can load virtually any client-side JavaScript or CSS library available through public CDNs. (Don't do it yet, just plan)

Create a cinematic animation of a pelican riding a bicycle that demonstrates impressive artistic and technical prowess. It should begin looking like a quality animated 2d svg vector for the first 3 seconds, then suddenly the camera should move and the 2d elements should transform into 3d. It should be one continuous camera shot, focused on the pelican, slowly circling it. The animation should progress, with the scenes becoming increasingly more stunning and interesting, with the bike iterating and upgrading in its appearance and abilities. All transitions and transformations should be seamless and organic. The genre should be action and fantasy and occasional subtle surrealism. Tell a visual story. Pay attention to lighting and textures. Add flourish. Pay attention to details. Polish it. Make it a glorious combination of playful and epic. Hide all labels and annotations.
